What is Cost Share Reduction?
Cost Share Reduction (CSR) is an additional savings component available with Silver level plans. For qualifying members, enrolling in a Silver plan with CSR reduces their deductible and max out of pocket. There are three levels of CSR: 94% AV, 87% AV, and 73% AV. AV, or actuarial value, refers to the average percentage of total health care costs covered by the insurance company. For example, a member with 94% CSR will typically pay around 6% of health care costs compared to a standard enrollee. (This is an average and does not guarantee a specific amount.)
What does a level change mean for me?
Qualifying for CSR is based on the estimated MAGI listed on your application. The thresholds for qualification change each year. A member may have qualified for 94% CSR for 2025, but for 2026 (even without a MAGI change), they may only qualify for 87% CSR. Despite this level change, all CSR plans have a reduced deductible and max out of pocket, and this may still be the best plan for you.
